Ecological Offsets through Mitigation Banking
Mitigation banking is a market-based system that transfers liability for ecological impact from the permittee (developer) to the mitigation banker through a system of credits and debits, operating under the U.S. "no net loss" policy and managed by the U.S. Army Corps of Engineers.
These credits represent quantified units that reflect the ecological functions and values of the created or restored wetlands. In contrast, the debits represent the ecological functions and values lost from the impacted wetland.
